Try inspecting your startup items in task manager. If it's there rt click on it and you can open the file location and perhaps find out more about it. E.g. Does it look like an installed program? Rt click any files there Properties Details.. see if there's any useful information. I suggest you post a screenshot of the folder if there's something there. If not listed by the task manager ...

Open Task Manager --> Startup tab and enable Command Line column to view where these programs are executed from. You can also Autoruns to manage startup programs.

Task Manager is behaving strangely. Everything else is working properly on my machine. I can open Task Manager and view all of the various tabs but they are not updating in real-time. I can see it in the Service tab of Task Manager. It's probably legit and Microsoft has completely ignored my wishes and pushed on something that overrides all the settings regarding Defender.

Yep you'll need to enable it in Task Manager first. Afterwards the workaround to add/remove should work. UPDATE: The enable/disable startup items from Task Manager are stored in the registry keys below.
