Only Base game Dine out game pack and Kids room stuff pack are available on EA Play Pro. Even if you want EA Play Pro you can easily get all the packs on eBay for $10. I did it the other week and now I have them all.

 

With EA Play you get access to The Sims 4 base game specifically the Digital Deluxe version. However with EA Play Pro you get a more comprehensive package including additional expansion packs and game packs plus the added benefit of accessing new EA titles as soon as they launch.
